Passport for the New Born in Muscat: Tips to
save some Time & Money
(For Indian Citizens only)
Before the Child Birth
If
you need the passport immediately and are traveling to India, have these items
ready in advance.

Immediately after Child Birth
1.
Take the photo of a
baby with eyes open, (both ears should be visible) wearing a dark cloth.
·
Print it (At
least 4) 2x 2 Inch / 5x5cm without border, in plain white back ground.
·
Make digital
copy of photograph. Size should be <20 Kb.
2.
Make an
appointment for a passport application (See Step 7) by calling the BLS Muscat
(24568970/24568971). The BLS
receptionist just note down Parent’s Name and Mobile Number and give the appointment
(date & time).
·
If the BLS
Receptionist asks if you've applied for a birth certificate through the Indian
Embassy, answer "YES." But make sure you have applied for the birth
certificate at Indian embassy ahead of the appointment date.
Simply follow the Steps 1 through 7, if the need for a passport is not
urgent. But at some point, you will require all of the aforementioned
documents.
Step 1: Register the Birth @ Hospital
·
Register the Birth at the hospital first. (OMR 5.000
by Card)
·
Receive a Birth Notification Number (with Gender, Birthdate
& Time) as a SMS from MOH.

Carry the
copies of Passports, Visas & Marriage Certificate
Step 2: Get the ROP Birth Certificate
Note: There is no need to bring
the mother and the baby to the ROP.
·
If goes
early to the ROP, Step 1 to 4 can be completed in one day.
Documents Required:

Marriage Certificate & Resident Cards ( Must)

Notification Number (Either on Mobile/ Paper)

Certificate – ‘Shihaadat Al Milaad’ in Arabic J
·
ROP will
verify the documents + ( Finger Print/ Electronic Sign)
·
OMR 3.000
( by Card Only)
·
Collect
the Birth Certificate (Yellow in color) there itself ( Arabic and English)
·
Check the
‘Spelling/ Names carefully before leaving the room.
·
Only the First Name (Given Name) will be mentioned
in ROP Birth Certificate. Surname/ Middle name can be added later at Embassy
during Birth Registration.
ü Make three hard copies of the ROP Birth
Certificate in English (both sides) and a digital copy (PDF < 1MB).
Don't rush
to get the ROP Birth Certificate attested at the Ministry of External Affairs (by
paying OMR 10). I wasn't questioned about this by anyone at the
Indian Embassy or BLS.
The
certificate provided by the ROP Oman being authenticated once more by the Oman
Ministry of External Affairs makes no sense. However, if
you are requested to, you must comply.
Step 3: Fill the Online Birth Registration - FORM I C- 4(1)

Note the following while filling the online
application:
·
Once you
click ‘Apply Online’,-Please
note down/ copy the Temporary Application ID displayed on top of the page with
in blue colour (For the future
modifications- if any)
·
Identity of Mark: Write
‘NiL’ - if you couldn’t find anything.
·
Upload the Images & pdf files when
prompted.
·
Submit it, and then print a 2-page document
with the MHA (Ministry of Home Affairs) File Number. Make a copy of the first
page.
Step 4: Book an Appointment for Passport Application @
BLS Muscat
·
Make an
appointment for a passport application (Step 7) by calling the BLS Muscat
(24568970/24568970). The BLS
receptionist just note down Parent’s Name and Mobile Number and give the
appointment (date & time).
Step 5: Apply for Birth Certificate @ Indian Embassy
Reminder:
Cell phones, tablets, and laptops are not permitted within the embassy. Keep it
either in the car or in the locker (just for mobile phones) at the entrance
gate.

Embassy
timing : 9.00am -12.30pm
Documents Required @ Embassy:
1.
Copies of
Parent’s Passports, Visa Stamp Pages, Marriage Certificate.
2.
Copy of
ROP Birth Certificate in English (both sides)
·
Carry, all
the originals with you. They may or may not ask
3.
A Photograph
of the Baby (To be glued on new born child registration form)
4.
Copy of the first page of Form I (the one with
MHA File Number)
5.
Filled
‘Birth Registration Form of New Born Child’’ & Sworn Affidavit Form’ – Signed
by Parents.
o

Print,
fill & sign and fix the photograph of the baby on the New Born registration
form and write down parent’s mobile number, then take a copy.
o
These
forms are available for free at Embassy
Reception.
o
But, if
you can print these forms beforehand and sign, there is no need to bring the
mother to the Embassy.
At Indian Embassy
·
The
Reception boy will arrange the required documents in order and give you a Token
Number – wait for the call
·
At the
counter, submit the above documents: The concerned person will verify the documents
and sign it.
·
Birth
Registration Charge: OMR – 9.150 ( Only Cash)
·
Get the attestation
receipt attached with copies of the Form 1 & New born child Registration
form. (Need to take these to the BLS later)
·
Wait for 3
working days to get the Birth Certificate. (Collection time: 2.30pm-4.30pm – Anyone with receipt can
collect it)
Step 6: Fill the Online Passport
Application (This step can be skipped)
Note: With payment of additional
OMR 2, BLS employees can complete an online application there.
·
Go to the
following Link https://portal5.passportindia.gov.in/Online/index.html
·
Register first
(with Login ID & Password), Get a verification mail – Activate it-then login
again and fill the online Passport Application form, print and take it to the
BLS.
If you are completing the online application, take note of the
following:
§ Place of Birth : the same as it is on the ROP Birth Certificate
§ Baby is eligible for Non-ECR Category – Tick’ Yes’
§ Marital Status : Single
§ Educational Qualification : 7th Pass or Less
§ Visible Distinguishable Mark : Leave it if you cannot find anything -NiL
§ As the Baby doesn’t have an Adhar Card, Tick ‘No’ ( Not Agree) to
proceed further.
§ ‘Passport Printable Address Details ‘should be your Indian permanent
address (It can either be father’s or mother’s address in the passport), Mobile
& Telephone Numbers should be Indian Numbers.
§ ‘’Other Address Details can be your
Local (Oman) Address with local contact (Mobile) details.
§ Submit & take a print out
Step 7: Apply for Passport @ BLS
Muscat

Physical
presence of the Baby and Parents is required.
·
In the
event of either of the parent not physically present in Oman, he/she is required
to submit ‘Annexure C’ along with the application. (Annexure C-Specimen Declaration of Parents for issue of Passport to
Minor when one parent has not given consent).

BLS, Muscat
·
The
reception at the right side ( normally
there will be a queue)

The
reception boy will verify your appointment and give a token – wait for the call
· At the counter, the BLS staff completes the online application form (if you have not done it) & verify the documents. Need to take thumb impression of the baby & also parents need to sign at the end of the application..
·
Pay OMR
20.750 by Cash only.
·
Get the
Passport Fee Receipt.
·
Wait for 5
working days to get the Passport/ SMS will be send once the passport is ready (Collection time: 5.30pm-7.00pm – Bring the receipt) OR Upon
payment of additional 3.400 OMR it will be delivered to the home address.
These services are also available at BLS’s
mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi,
Khasab, Ibri, Shinas, Duqm & Dibba.
